When the Founding Fathers
secured our constitutional right to assemble, I doubt
if they had in mind bumper-to-bumper traffic on the
101 and 405 freeways as a consideration.
Accordingly, I hereby
propose that Congress add a new constitutional
amendment: "A modern and well-maintained freeway
system, being necessary to the travel, transportation
and productivity of a free-enterprise state, the
right of the people to own and drive their
automobiles without congestion or delay, shall not be
infringed."
